コピペが問題、としか言われていませんが、実際に問題なのは剽窃です。
人が労力をかけて作った文章を、さも自分が頑張って作った文章かのように使うからNGなんですよ。

自分で組み立てた文章を自分で使うのは研究倫理としてはOK。
ところがどっこい、大抵の学会は著作権譲渡を要求するので、自分の論文の一部をコピペするのであっても、著作権的にアウトだったりするのですよね‥‥。
前の研究の発展だったりする場合、イントロの一部がコピペになるのは必然的なのですが、こいつがアウトになってしまう。
