この結果は観測者属人性の誤差は求めたい変化に対して十分小さい(S/Nが高い)ということですよね?
元ACの米は観測地点の偏り(属地性とでもいうのかな)がコンタミしてないか、ではないでしょうか。
平時だと「あ、嵐来た。港に逃げっぺ。」と回避行動を主とするかもしれないが
戦時だと「あ、嵐来た。しかし!あの嵐の向うににっくきスペイン船団が!
王国の荒廃この略奪にあり!総員すすめぇ!」
と突っ込んで、結果として船団内各船のデータの相違は小さいけど、戦時の方が高風速に偏る、という米でしょう。
#あと、船の技術が進んで暴風でも沈まないようになると、高風速時のデータが増えて(生き残って)

イギリスの気象学者ってこういう歴史学的データからデータまとめて研究をするのが得意ですので
(というか、気象学者って結構、史学的文献に詳しい。日本でもくずし字の古文書をすらすら読んで
江戸時代の気象変化を当時の日記から復元したりする人も多い。
