開発したのが電位の"低い"正電極だから、それに応じて(実用的な出力電圧を得るために)低い電位の不電極が見つからないのでは?

たしかに今回は正極で、負極を探してはいますけど、「a very low-voltage」とか「(特別)見合う低い電位の」とかは言ってなくて、真相

なので、「バッテリーには、高い電圧側の陽極(電池のcathode)と低い電圧側の陰極(電池のanode)の、二つの電極が必要なんですよー」という、極めて当たり前のことを述べているんじゃないかと。
伝言ゲームで話がおかしくなってしまったのでしょうね。
